Dynamics of Food Estate Policy Implementation in Strengthening National Food Security

This study aims to analyze the dynamics of food estate policy implementation in strengthening national food security in Indonesia. The focus of the study is to examine the gap between policy design and field implementation, particularly in relation to land suitability, socio-ecological conditions, and institutional coordination. This research employs a descriptive qualitative approach with a policy implementation analysis design. Data were collected through document analysis, official government reports, audit findings, environmental monitoring reports, and relevant academic literature on food security, agricultural development, and land governance. The findings show that food estate policy implementation faces significant challenges, including mismatches between land allocation and ecological conditions, limited integration with local farming systems, and weak coordination among implementing institutions. The study also finds that socio-ecological constraints, particularly in peatland areas, significantly affect the sustainability and productivity of food estate development. The novelty of this study lies in its focus on implementation dynamics, emphasizing that food estate outcomes are determined not only by policy design but also by ecological compatibility and governance capacity. The study concludes that food estate should be understood as a governance system rather than a purely production-oriented program.
